تقييم الاستدامة المالية للميزانية العامة في الجزائر

حاولت هذه الدراسة فحص الاستدامة المالية للميزانية العامة في الجزائر خلال الفترة 1980-2017 للتحقق ما إذا كان قد تم احترام قيد الموازنة بين الأزمنة ، أين استخدمت مقاربة التكامل المشترك وكوينتوس كأدوات في التحليل لمعرفة أهم العناصر المالية ومتغيراتها التي تؤثر على المالية العامة للدولة ومدى قابلية استدامتها. أظهرت نتائج الدارسة من خلال اختبار التكامل المشترك وجود علاقة طويلة الأجل بين النفقات والإيرادات وهذا ما يعني أن الميزانية العامة في الجزائر مستدامة إلا أنها استدامة ضعيفة وفق منظور كوينتوس. لذلك اقترحت الدراسة بأن تحسن الحكومة إيراداتها الضريبية وغيرها من مصادر الدخل وأن تضمن تحقيق فائض في الميزانية. The study examines fiscal sustainability of public budget in Algeria over the period of 1980-2017 to determine whether or not the government has violated intertemporal government budget constraint. Using Johansen co-integration test and Quintos (1995) approach method of analysis, the study revealed that public budget was weakly sustainable in the economy of Algeria. The study, therefore, recommends that government should improve on her tax revenue generation and other sources of income and ensure records of surplus budgeting.References
